You register once in the community portal and after that you can apply, follow the closing dates and get a message when something new comes up in the areas you care about.

Contracts are divided into packages small enough for a local business to take on, the paperwork is written in plain language, and there is a briefing session before every round closes so that nobody loses out for not knowing how the process works.
